Our History

Since 1984, the non-profit organization has been a primary information center for Colorado's cross-connection control and backflow prevention industry. Formally known as the State's "Advisory Committee", the name changed to Backflow Prevention Education Council of Colorado and its incorporation took place in 1991.
The council was founded to involve professional experts in protecting public health and protecting the drinking water through cross-connection control and backflow prevention. These professionals include: water purveyors, plumbers, backflow prevention assembly manufacturers, backflow assembly testers, cross-connection control educators, fire sprinkler system designers/installers, irrigation designers/installers, the public at large, governmental units, and professional organizations.

The council publishes the Colorado Cross-Connection Control Manual as well as the Colorado Handbook for Cross-Connection Control. The manual and handbook are well known and used throughout the State for training and learning purposes. Several national certifications have found these to be useful for teaching classes in Colorado. Water purveyors use them in establishing their State-required Cross-Connection Control programs, as described in the Colorado Primary Drinking Water Regulations.

The Council also advises the Colorado Department of Health and Environment on cross-connection control and backflow prevention issues.

Goals and  Objectives

  1. Evaluate, expand, and refine cross-connection control training that are in compliance and have the acceptance of the Colorado Department of Health and Environment.
  2. Survey, develop, and prioritize public educational materials.
  3. Develop public awareness of the Primary Drinking Water Regulations put into effect by the Colorado Department of Public Health and Environment, Water Quality Control Division's Cross-Connection Control Program.
  4. Establish an ongoing process to identify, prioritize, promote, and support Colorado's water purveyor's cross-connection control programs.
